Em audi\u00eancia p\u00fablica na tarde de quarta-feira, 26, promovida pela Comiss\u00e3o de Finan\u00e7as e Or\u00e7amento da C\u00e2mara e coordenada pelo presidente, vereador Carlos Alexandre Gon\u00e7alves (PR), a apresenta\u00e7\u00e3o foi distribu\u00edda em tr\u00eas partes. O objetivo, segundo o Legislativo, \u00e9 oportunizar o detalhamento da proposta, a partir das explana\u00e7\u00f5es dos secret\u00e1rios municipais. A previs\u00e3o or\u00e7ament\u00e1ria para o pr\u00f3ximo ano \u00e9 de R$ 1,64 bilh\u00e3o, uma varia\u00e7\u00e3o nominal de 4,94% na compara\u00e7\u00e3o com a receita or\u00e7ada em 2015.<\/p>\n

\nO secret\u00e1rio municipal de Planejamento e Gest\u00e3o, F\u00e1bio Cannas, foi o respons\u00e1vel pelo in\u00edcio da audi\u00eancia, juntamente com a secret\u00e1ria adjunta Cristina Sabka. “Essa lei \u00e9 sistematizada pela Secretaria Municipal de Planejamento e Gest\u00e3o, mas tem na sua constru\u00e7\u00e3o o trabalho t\u00e9cnico de todas as secretarias de origem”, observou Cannas. Al\u00e9m de apontar os valores individuais destinados a cada secretaria no pr\u00f3ximo ano, Sabka explicou a composi\u00e7\u00e3o da receita municipal e do grupo de despesas. Comentou tamb\u00e9m o crescimento do or\u00e7amento municipal nos \u00faltimos anos. O Projeto foi entregue por Jairo Jorge (PT) ao presidente do Legislativo, Paulo Ritter (PT), no dia 14 de julho. Em 2009, o montante era de R$ 547 milh\u00f5es. “Tivemos um aumento de mais de 200%, um crescimento constante e bem sedimentado”, concluiu Cristina.<\/p>\n

Em n\u00fameros<\/strong>
\nA previs\u00e3o or\u00e7ament\u00e1ria total para 2016 \u00e9 R$ 1.644.514.005,00. Desse montante, s\u00f3 o valor destinado \u00e0 administra\u00e7\u00e3o direta (Prefeitura e C\u00e2mara de Vereadores) \u00e9 de R$ 1.446.091.605,00. Na sa\u00fade, maior or\u00e7amento em 2015, a pasta gerida por Marcelo B\u00f3sio (PT) continuar\u00e1 com o posto no pr\u00f3ximo ano com R$ 433 milh\u00f5es. A educa\u00e7\u00e3o, que tem a frente Eliezer Pacheco, segue por baixo, metade do valor destinado a sa\u00fade: R$ 233,4 milh\u00f5es. Para Transporte e Mobilidade, secretaria orquestrada por Oswaldo Steffen, R$ 203,3 milh\u00f5es.<\/p>\n

\nDespesas pessoais e encargos totalizar\u00e3o 27,68% do or\u00e7amento, o que corresponde a 39,98% e os investimentos ficam com 20,27%. A composi\u00e7\u00e3o da receita, 14,68% s\u00e3o as pr\u00f3prias; 23,48% s\u00e3o transfer\u00eancias da Uni\u00e3o; 36,24% transfer\u00eancias do Estado; 13,54% opera\u00e7\u00f5es de cr\u00e9dito. S\u00f3 o CanoasPrev corresponde a 12,07% na administra\u00e7\u00e3o indireta, correspondente a R$ 198,4 milh\u00f5es.<\/p>\n

O que \u00e9 LDO<\/strong>
\nA Lei de Diretrizes Or\u00e7ament\u00e1rias integra o Plano Plurianual Participativo (PPP), cuja constru\u00e7\u00e3o \u00e9 orientada pelo Programa de Governo. \u201cEste, por sua vez, se baseia no conjunto de metas estruturais debatidas pelos canoenses entre abril de 2010 e abril de 2011, no Congresso da Cidade, e que formam a Estrat\u00e9gia de Canoas. Trata-se de um projeto para o futuro da cidade, nas mais diversas \u00e1reas da administra\u00e7\u00e3o, at\u00e9 2021. Esses objetivos est\u00e3o sendo concretizados por meio do Plano de Metas para Canoas, o PMC\u201d, explica a Prefeitura.<\/p>\n

\nOs vereadores t\u00eam at\u00e9 o dia 14 de setembro para votar a proposta. A LDO orienta a elabora\u00e7\u00e3o e a execu\u00e7\u00e3o do or\u00e7amento municipal. O documento estabelece regras e compromissos, indica prioridades, fixa metas para a administra\u00e7\u00e3o p\u00fablica, al\u00e9m de tratar das altera\u00e7\u00f5es tribut\u00e1rias, gastos com pessoal e pol\u00edtica fiscal.<\/p>\n","protected":false},"excerpt":{"rendered":"
